Toronto's St. Clair West neighbourhood could see the addition of 399 residential units if an application to amend a Zoning By-law to build a new 28-storey residential building is approved.

Toronto-based developer Madison Group submitted an application earlier this month to redevelop a rectangular parcel of land at 32 Raglan Avenue, just north of St. Clair Avenue West.


The site currently houses six pairs of semi-detached buildings that were constructed between 1909 and 1922, however, as per the heritage impact assessment, none of these dwellings are listed as heritage properties.

The proposed development involves the removal and replacement of the existing six pairs of semi-detached residential buildings at 10-32 Raglan Avenue with a 28-storey, 27,927.8-square-metre residential tower, that would include a six-storey podium with at-grade townhouses.

Designed by Toronto-based superkül, the tower features stacked volumes of varying sizes. According to documents submitted to the City, design strategies have been incorporated to ensure that the proposed development will complement the existing character of the neighbourhood and the adjacent property at 540 St. Clair West.

This includes using materials and a colour palette that reference and reflect the existing fabric of the neighbourhood; podium articulation that references the scale of neighbouring mid-century towers north on Raglan Avenue; the incorporation of at-grade townhouses, responding to the residential context on Raglan Avenue and the scale of the houses across the street; and improvements to the shared laneway between the site and 540 St. Clair West.

The proposed project calls to include 399 residential suites, which would include 14 townhouses, 22 studios, 182 one-bedroom, 130 two-bedroom and 51 three-bedroom units.

There will also be a mix of indoor and outdoor amenities that would be split between the 6th and 13th floors for a total of 1,596 square metres of amenity space including an outdoor terrace area.

The proposal calls for a below-grade parking garage with 148 vehicle parking spots, which includes six visitor spaces, and 30 spaces equipped with EV charging. There will also be 400 bicycle parking spaces on-site.
